In 2009, Proposition H Bond Program will continue with a full head of steam. During January another fourteen classrooms were modernized at Monte Vista High School and are now in use by students and staff. The Bond Management Team is also proud to announce that six of the eight Phase 3A new science classroom buildings have been contracted.
In Phase 2B Modernization projects six of the seven major modernization projects have been completed and Helix Charter High School is approximately 99% complete. Upon its completion an additional ten modernized classrooms will be added to its campus. Another milestone of note was the successful bid opening held for the Mount Miguel High School Phase 2B Modernization Project. Bids were opened January 27, 2009, and upon Board approval next month construction is scheduled to begin February 2009 on fifty six classrooms.
The balance of Phase 2B work is in various stages of design and tracking as planned. Valhalla High School is expected to receive Division of the State Architect (DSA) approval in February 2009. The Work Training Center design is in the DSA back check process and Foothills Adult School is waiting for District approval of Design Development drawings. The Viking Center design continues to be on hold pending a programmatic review by the Special Education Department. Once all of the Phase 2B modernization projects are completed, a total of 276 classrooms will have been modernized to District Standards.
Phase 3A of the Bond Program has construction or pre-construction on going at six of the eight sites. The remaining two sites are Monte Vista High School and Granite Hills High School. At Monte Vista High School the Preliminary Guaranteed Maximum Price (GMP) was approved by the Board with C.W. Driver for the Lease / Lease Back delivery method and is in final pricing negotiations. At Granite Hills High School staff is addressing site environmental issues with the Department of Toxics and Substance Control (DTSC) and, as a result, the bid award on hold until the issues are resolved. Over the next 60 days, seven of the eight new science classroom buildings should be under construction. Each building is expected to take approximately twelve months for construction. At the completion of Phase 3A, 72 new science classrooms and laboratories will be ready for educational instruction.
New School Environmental Impact Report (EIR) – as reported to the Board, the public review period for the EIR is nearing completion. The schedule for the document review and release is currently the following:
· Release Draft EIR January 7, 2009
· Public Review Complete February 23, 2009
· Prepare Responses and Final EIR May 2009
· Board Public Hearing/Certification May/June 2009
Based upon the preliminary analysis in the environmental document, staff has revised the delivery schedule for the school to August 2013. This schedule reflects a conservative assessment of the time needed for implementing mitigation measures for the EIR and for public participation in the school design effort.
